About GEAR UP

Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) is a federal grant program that provides six-year grants to education/community partnerships and states to increase the number of low-income students who are prepared to enter and succeed in postsecondary education. Serving an entire cohort of students beginning no later than the seventh grade, GEAR UP provides services at high-poverty middle and high schools and college scholarships to low-income students.

Overview of GEAR UP

GEAR UP is one of the most exciting programs to emerge from the Higher Education Amendments of 1998 (Public Law 105-244), signed by President Clinton on October 7, 1998. GEAR UP is designed to promote student achievement and facilitate access to postsecondary education. It is aimed at enabling low-income communities and states to create new or expanded K-16 education partnerships and action plans that strengthen their schools and provide more and improved education opportunities for low-income students. Based upon proven models, GEAR UP supports local schools, community-based organizations, businesses, institutions of higher education, and states to strengthen academic programs and provide more student services in schools.

Types of GEAR UP Grants

GEAR UP provides two types of grants: competitive grants to states and competitive grants to education/community partnerships composed of colleges, school districts, and at least two other entities, such as businesses, professional organizations, community-based organizations, and state agencies. state and partnership grants have similar, but not identical requirements. GEAR UP state grants must provide early college preparation and awareness activities and scholarships for participating students. Partnerships must provide early college preparation and awareness activities through the early intervention component and are encouraged to provide college scholarships, although not required to do so.

GEAR UP Objectives

  • promote equal access to education and educational excellence through concerted partnership efforts on behalf of low-income students
    help ensure that all students have access to rigorous courses that prepare them for college
  • provide information early to students and parents about college options, required courses, and financial aid
    develop a solid academic foundation for college in the schools through challenging courses, well-prepared teachers, and modern learning tools
  • promote reforms and improvements in the school curriculum as well as in teaching and learning methods
  • promote strategies, programs, and activities for increased parent involvement in preparing students for college
  • provide intensive, individualized, and coordinated support to students that includes mentoring, counseling, and tutoring
  • provide ongoing staff training and professional development opportunities to help teachers raise expectations for all students
  • establish strong partnerships that involve a long-term commitment and a meaningful role for each partner in improving students' preparation for college
  • build local and state efforts and encouraging local and state investment to sustain GEAR UP activities and services beyond the federal grant period
  • design comprehensive projects informed by research on effective practices that include careful evaluations to enable continuous improvement and to guide project replication
